Because changing your name uses server processes, it needs to be propagated across a number of different systems and throughout games. It's not a simple change behind the scenes.
Charging a fee prevents people from abusing the name change system, swapping around every week to whatever dumb meme is trending, or to stop trolls and abusers causing trouble and then changing their name to hide every day.
