If you're not an insider and you're seeing that full size either there was a problem applying an incremental update or your Xbox has been off for several months.

Not a glitch, it just means you're moving from one build to another where there's not a diff update available.

But that's not really something I can help troubleshoot. Maybe the server you're downloading the update from is just slow too. Lots of failure points.

Yes, mobile hotspot is one of the slowest internets for gaming consoles, Ethernet and Wireless connections through internet companies are way better.

if you cancel OS updates you won't be able to go online
and definitely be warned that if y ou cancel a game update, it will totally uninstall the game so you'll be in an even worse download spot than you were before!
