My elite series 2 controller turns on and the Xbox light lights up like it’s on but the buttons don’t register on my Xbox but my old one does

Have you tried to pair the controller again? To ensure its paired to that Xbox and not another one or a PC?

Try the controller on another device such a PC or phone to see if the buttons register there. If not then ti might be worn out.

You can pair it using bluetooth. Go to the bluetooth menu on your phone. Then put the controller into pairing mode.

If its new you can also try to update the firmware on the controller using the Xbox Accessories App.

I can’t because the buttons don’t work so I can’t get to it I will try connect it to my phone

Even the pairing button doesn't work? Then how did you pair it to the console?

Another thing you can try it using the included USB cable to connect it directly to the console. Update the firmware then try wireless again.
