It says I need to insert the disc, I've tried cleaning it. It's unscratched. It downloaded perfectly fine.

I've done that several times. It has been inserted

It just comes up with it again.

I go to the one that has the disc logo over it and it doesn't work at all it's asking me if I own the game or app, what am I meant to do?

Well, if other discs are working then it seems clear the fault is with that particular disc. There's not really much you can do about that other than replace it.
