She should immediately contact the credit card company and tell them to cancel and block these transactions.
For your account, try recover it using any of the backup options. If you can't get in at all, you need to contact support.

okay thanks they got into my outlook account and changed my backup email, they took my 2 factor authentication app off the outlook and they took the phone number off the account too and put all of there own stuff. idk i been freaking out
