Someone who knows more about how it works can reply. But my gut feeling is that your local cache is full because your Xbox isn’t able to successfully upload your stuff to the cloud

You don’t want to clear it, you want to figure out what’s blocking it otherwise you will continue to have problems.

If you clear it you will probably wipe out any achievements you’ve earned that haven’t uploaded yet either.
