I download and install games on an external SSD. I have data caps at home. I was hoping if I could bring my external SSD and download off a PC at work in which I've logged into the Xbox App, install onto that SSD, return home, plug SSD back to main PC and game like normal?

no, you need to install the game on each PC

PC is not like Xbox where you can install to an external drive and move between consoles.
