oh ok, so what you mean is the usd gift card will work on my account regardless if i purchased it outside the states or not

You should set the location to the region your in and buy in that region. if your outside the USA and have it set too USA and redeem/purchase content that is Marketplace theft and can lead to a account/console ban and lead to other billing related issues for your account.
