Your correct in saying that the reasons for it not syncing saves is because its 2 different versions. But that is right there is no issue here.

The Game is not xbox play anywhere so it does not support saves from xbox to PC or PC to xbox its a different version of the game

Cloud games always run on "Xbox consoles". Rubber Bandits is a Play Anywhere title and that's why it syncs between your cloud and PC. You can check a games store page to see which devices are supported. If it states both Xbox and PC and has a cloud version, you're good to go!

Death's Door's page only lists PC when you check in the PC Game Pass App. This game has split versions for each platform. Cloud and Xbox can still sync, but PC is separate. Always depends on the publishers and developers but most of them properly support Play Anywhere nowadays.
