When I click on a profile I cannot see that users achievements, it says that user has 0 progress in every single game. This goes for every single user I check. I tried on the Xbox website and app.

Even though I am positive they have achivements
Do I need to have the user added as friend?
As I have checked like 30 accounts and it’s always like this
