I'm trying to install Planet of Lana. I own Xbox GamePass Ultimate, but the store page tells me the game is available with GamePass and doesn't let me attempt to install.

Is the game released yet. Im on east coast us game stills shows it not released yet. Try waiting 3 to 12 hours. Maybe u can download it then

the game's available to purchase on steam and I can buy it on the store, so I presumed it's available to 'purchase' via gamepass

Purchasing a game before release is just preordering. If you want to preload the game, use the xbox app.
