I am trying to play games on my pc with the xbox controller connected with usb but controller light is blinking and not connecting to my pc. I have tried multiple cables.

are you using a data cable and not charging cable ? If so you may need to replace the controller.

Try pressing and holding the console power button for 10sec then wait a couple of seconds then turn the console on and plug the controller back into your console
