Battlefield 2042 won't download on PC Xbox app

so this is on behalf of my boyfriend. he has the Xbox game pass and is trying to install Battlefield 2042. the issue is when you press install it sits for a minute or two stuck on "preparing 0%". sometimes it just disappears completely with no error, other times it says "Error 0%". when I click on error details it says "something unexpected happened" and the error code is 0xa3ea00c9. we have tried repairing the app, signing out and back in again, restarted pc multiple times and maybe something else he did that I don't remember. when I google the error code there are near to no solutions. so we are unsure on how to fix this problem
