Do not turn off your anti-virus unless you know exactly what you're doing.
That's not going to affect your internet speed in any appreciable way.
All you'd be accomplishing by doing that is opening your PC up to potential malware since you wouldn't automatically be detecting it anymore.
To try to solve potential internet-related issues, follow basic troubleshooting.
Turn off and unplug all your devices (including router/modem), leave them sit for 5 minutes, and then plug in and turn everything back on. Wait for your connection to re-establish and see if that fixes the issues.
If the problem persists, check your NAT type and see if UPnP has failed. If it has, follow your modem/router manufacturer's instructions on how to fix the issue. If that's not possible, contact your ISP.
It could also be a port-forwarding issue, and that is done by going into your router settings and manually opening the ports needed by Xbox. The ports needed are:
Port 3074 (UDP and TCP)
Port 53 (UDP and TCP)
Port 80 (TCP)
Port 500 (UDP)
Port 3544 (UDP)
Port 4500 (UDP)```
If all else fails (and/or if nobody else gives any advice), then try waiting to see if the problem fixes itself.
