My Gamerpic Won't Change

I tried to use the xbox app to change my pfp, it goes through and says it goes to moderators but it doesn't change.
The pfp i want to use is the same as discord pfp. It doesn't make sense why it wont change due to it not being against the rules in anyway

I usually just spam attempts until it works or try slightly changing the picture as to let it slip past
Xbox is horrible about pfps so you're really trying your luck

I've had pictures denied like 5x in a row and then accepted, I've had pics accepted that they later banned me for, I've had pics accepted then randomly removed 3 months later
the policy is beyond inconsistent and Xbox is too popular to count on calling support

Yea I tried about 10 times there in roughly 30 mins intervals and I just hasn't worked

Every time you change it you reset your spot in the queue.
