Anyone knows how do I setup the offline update on my old Xbox 360, it's literally frustrating

You're not reading the instruction that were linked then.

It says, download the update file. THen it says to save it to your PC. Then it says to COPY THE CONTENTS OF THE ZIP FILE TO THE ROOT DIRECTOY OF THE DRIVE

THere is 1 zip file. That zip file contains 1 folder called $SystemUpdate. That folder goes on the root of your USB drive. It will have a plethora of files in it

Depending on how long your console has been offline and out of date, you may have multiple.
