So this leads me to understanding you have as you said in general not tried everything, then I would suggest you try an offline system update

so you downloaded the update onto a usb an tried that? what was the issue

so you didn't do the options on the list. Those are the steps too take if you are having a error with the update. You need to get a USB or CD as shown.

Find someone who has a PC you can borrow, to make the update drive to update your system. Don't fiddle with a USB OTG cable or anything else.
