Yea so I kinda found an app where you can change and delete files and as a joke I deleted about 300 system files now my xbox one will not load up when I start it up it says error please try again over and over and over again

That shouldn’t actually be possible but sounds like you need to do an offline system update.

I am but I deleted user files ok so basically I might need to give more backstory
OK so I found this app called avd file explorer (full trust) so I basically just take maybe an hour or so deleting every file that is not protected by Microsoft I deleted files named user
Connectivity and app files also then deleted every system file that wasn't protected such as Microsoft run files

You need to do a factory reset via USB, as described here:
https://support.xbox.com/en-US/help/hardware-network/console/reset-console-to-factory-defaults
You also need to not play around with things you don't understand. As you pointed out, this was an idiotic thing to do and risked breaking your Xbox. I strongly recommend you don't play around with tools like that again.
