When you submit a new one it has to be reviewed. That takes some time. If you try to change it before the other one is approved it will take more time.

i'd assume that the account you are using had a birthday set that indicates it is still underage

you can log in to your account on xbox.com and look at your 'microsoft account' settings and its in there somewhere
