I bought Tom Clancy Rainbow 6 siege on my Xbox one years ago but, I bought a Xbox series a console
Whenever I had transferred to new generation Xbox my rainbow six siege didn’t appear I deleted the other accs I didn’t use; the game was still on my Xbox (I was hoping xbox could see this issue)

Make sure you're signed in to the account which purchased the game. If you're not, then the game won't show up.

I have been signed in to download my game but, it leads me straight to the Xbox store and gives me different options

Sounds like the account you're using didn't buy the game then. Do you have an email reciept in the associated email inbox stating you purchased the game?

But at the same time I’ve deleted the accs I don’t use on my Xbox one and is still able to play it & I don’t even have gamepass on my main acc as of right now
As well it won’t even let me purchase the regular version of Rainbow six siege

Microsoft doesn’t purge order history and there aren’t any publicly known bugs that would cause your order history to vanish. It sounds like you’re logged in to a different account than what you once used

Even if you removed other accounts, that would not change the home console setting for those accounts so their games would still be shared on that console.
Also the regular version of R6 is no longer sold. You need to buy the newer version

I will summarize the information here because it looks like there's been confusion.
You do not need to buy a new verison of the game for the new generation. Rainbox Six Siege is Smart Delivery, so it'll just install the right version for the console you are installing on.
If you do not see it available to install, you are not signed in to the account that bought the game.
If you saw it available for install and were able to play it on another console with only your account signed in, then someone else bought the game and set that console as their account's Home Xbox. This is true whether or not that account is still present on the console.
Unless you know what account that is, own it (or can convince the owner of that account to do this), and change that account's Home Xbox to your new console, you will not be able to play it.
