Correct, there is no setting in the console itself. Games that offer the choice will have it within the settings of the game itself

Downloads are slowed while a game is running to minimize any impact on the game, so while there may be some small impact, it should be minimal. It's more likely an issue with the game itself, possibly users joining / leaving and the game working get network you in with them and get the right assets loaded
