Are you signed in to both the Microsoft Store and to the Xbox app with the same account, and that account has the active PC Game pass subscription?

No, that won't help, the error you're getting is related to licensing and not specific to the installation of the Xbox app or the game itself.
Downloaded a game with the x box game pass from ea. (EA Play) It worked…
That means the service side of things is correctly detecting your subscription, because that's handled all on the back end (Microsoft servers telling EA servers you have the subscription). If you still can't launch other games from the Xbox app, then there's an issue with your account on your PC.
You said you have the right account signed in to the Xbox app and the Microsoft store, you can try signing out of both and signing back in to both.
Tried already. So I’m Downloading a game rn that didn’t worked before, and I will try if it’s worked then. When not imma deinstall the x box app. Install-Try a game and when it’s then not working imma contact the support
