2 things you have to consider, Budget and amount of games. Ultimate is $16.99 yet includes tons of games you can play anywhere, EA Play, and perks like Postmates or free DLC, not to mention Xbox Live Gold. Regular Game Pass, has tons of games you can play, $9.99, yet none of the perks I just mentioned

I don't think MS will take any of those tentpole properties exclusive. Not worth the backlash. Plus, it seems like the high-level business strategy is to extend the platform beyond hardware limitations.
