In instanced pvp your travel form is limited to 60% move bonus, so that talent makes it 80%. On top of that, it makes it so you can only be slowed down to 100% if you're in travel form.
The first part doesn't mean much, after a while with the flag on you you get slowed down to 100% movement speed in any form.
The second part only means anything if you're being slowed, but if someone is hitting you and slowing you, you should be in bear form anyway.

the way vers scales every point is more valuable than the previous point

if you look at armor, every point of armor gives you less % damage reduction than the previous point

because every % of damage reduction you gain is more valuable than the previous

for example, going from 0% to 1% damage reduced is a 1% reduction

going from 98% to 99% is a 50% reduction

the damage increase of vers is linear, but the damage reduction far outscales the increase in damage gained as you get more and more vers

which gets even more problematic with c&s which doubles the defensive value of your verse in a stun

Blizzard will either nerf vers defensive scaling and/or c&s

Also if it was a buff to throughput healers we'd be seeing a lot more rdruids
