IT apparently has a weird interaction where anything that's used during its effect will have the cd reduced by a fixed amount but tick down at a normal rate once the effect is over, so it interacts well with cooldown reduction mechanics like pally's hoj talent- whatever its called

I just confirmed how it works

So when ineff procs, your cd will show reduced

Using hoj as an example
If you have 90% ineff, hoj will show as a 31s cd. So when you judg, it'll go down to 20.5s. In practice it's the same as if it showed 60s and fist of justice made it go down to 41, and it was just ticking down faster.

So if you have 180% ineff

You can use hoj, judg, judg, hoj again

Before the first one is over
