Your antenna is the most obvious issue - you need one that's actually tuned for 1090Mhz. A 1/4 wave one should be ~60mm long.

Setting gain to something above 0 might help a tad too

If that's the RTL-SDR dipole kit you need to use the small pair of antennas fully collapsed, with one arm pointing straight up and the other straight down rather than in a V.
