How does Double Dimension works?

I had a Reaper on the field but it won't let me negate my opponent's ability card unless the card targets Reaper. The card says that it can negate my opponent's last ability card but doesn't specify if Reaper must be targeted.

I believe it does have to target reaper since the last update
