That's actually very difficult to do in browsers. Not just very difficult, but nearly impossible, at least in a way that doesn't cause lots of other problems. It's just a limitation in web technology, which doesn't really concern itself with "flowing text from one page to another" since generally the idea of a defined-dimension page doesn't exist on the web.
Without trying to rehash everything I'm saying in #formatting , if you are running into too many limitations in Homebrewery, I would suggest checking out actual page layout software such as Affinity Publisher (one-time purchase, I believe 25% off right now), or Adobe Indesign (subscription, I think ~$30/month).
