Faster movement won't change the fact that people will play sniper as a quickscope weapon, because it's already a gamble to hit opponents when you look at the gameplay of certain people. In the end, you just look in the direction of your opponent and hope for a hit, that's all there is to it. And since the Kestrel has 7 shots and a high rate of fire, plus it's fast in the scope, it's clear that many people are willing to accept a few misses, but when you hit someone, you take them out immediately.
