If the arm is active, there is a weapon deflection around to 100meters, a destabilization of enemy aiming that deflects aimed rifles away from the player with the activated arm.
Everytime you will trying aim on me, your crosshair is deflected to the sides, like if you take two negative poles of a magnet and put them together.

you can still use your limbs
it would only affect weapons, cooldown could be 60s to be fair
and it would be the only counter
therefore it would be thorough to set them correctly, 12 seconds is enough to get to a short distance to an enemy who uses a beam, I would maybe reduce it to 10s but given the number of available options to kill the enemy, this is a good idea, it would be necessary to test them properly first
