Slugger is too much. It's essentially a paralyzer with a 5 meter radius instead of a direct dart impact.
3 slugs for something that immobilizes you is wild.
Slugger should make you feel sluggish not disabled. All leg limbs should still work but with decreased effect.
Not every limb has to be a champion.
Some limbs have a sole purpose that they do well and slugger should be simply that, a limb that slows enemies down, not disable them.
