The Curia had their own agency
- Papal elections should work to elect the "least hated" candidate with the most competence traits, ignoring debauchery-traits
Tithes and Papal diplomacy should be overhauled
- i've detailled this in another post. Basically tithes were paid in-kind, not in cash and they weren't paid every year, but whenever the nation state needed something from the Pope
- Ampulaes were gifts from the Pope conferring recognition of status as King. This should confer privileges on diplomacy/causus belli
- Some countries didn't have Archbishops - their episcopal appointments were made independently of the King and nominally under Rome directly. Kings would want archbishops in order to get control over senior Church appointments.
- an Archbishop's special authority is embodied in the Pallium. Rome would not grant a pallium until the outstanding tithe was settled through favours, gifts, military aid and suchlike.
- Cardinal Seats as-programmed did exist as the seven Suburbicarian Sees bordering Rome. These were Cardinal-Bishops, most cardinals were Cardinal-Deacons. Cardinal-priests were holders of Curial Offices.
- A reguar diocesan bishop's title (if elevated to Cardinal) would be "Cardinal-deacon, Bishop X or Y"
- Cardinal-Nephews existed, and they would be the only people actually loyal to the current Pope
Bishops' Sees/Cardinal Seats and bishops themselves need reworked
- Episcopal Sees should be the building that gives a character slot, and Papal/ Collegiate favour gives Cardinals - not Cardinal Seats.
- Cardinal Seats as-programmed did exist in the seven Suburbicarian Sees around Rome
- Most Bishops were nobles, some were warriors (Scottish Bishops like Bishop Lamberton were key conspirators in the Scottish wars of Independence - several Bishops commanded armies)
- Kings wanted stooges/friends as Bishops and Archbishops, Popes wanted Bishops loyal to Rome, smaller kingdoms had quite independently-minded bishops whose interests were aligned with the local clergy estate, not the King or and only with the Pope against the King
