Remove the restriction to build a building in a subject's location if there's an upgrade available

This restriction makes no sense at all.

• I'm pretty sure the subject would prefer to have a lower level building than nothing at all.
• The restriction also applies when we do not have the advance, which makes it impossible to build a building of that type at all.
