#towns built when no City Building technology available yet

So I created that mod that moves all countries back to 0 technology to enjoy discovering it all. Also their cost is up by 2.75 more or less (it's 70 instead of 25 in defines file).
Also, it removes all cities and towns (and roads) from the map, so you can build all yours.
And within first 30 years Serbia has founded a town without researching technology needed for this.

How is it possible that despite the above, AI is still able to build towns (when i switch to that country that founded first town, I still cannot build any towns in it because of the lack of knowledge)?
So far it seems the only town in the world.

I don't suppose it should have happened. And the only way to check it is with mods. I haven't modded my game heavily - even more so nothing around Serbia (i have focused on creating some religions countries and cultures in a different part of the world without any events or new mechanics, am not that skilled in modding).

that would have to be in vanilla/base game files... so a bug rather if it allows so
