Treating them like alerts makes them illegible, the top of the screen just gets too crowded, and the flags and war score disappear. Meanwhile there's loads of unused space at the bottom.

Now that I can manage top bar notifications I never find it too crowded to find the war panels. Especially since it's always at the left, right after the situations. I think it would be difficult to use the space at the bottom without messing with the map modes tab.
