I've 100% occupied Portugal but I only get 11% occupation war score against them because they've got massive colonies. It's one thing for CNs to offset war score some, but to count equally when the entire country has been reduced to rubble is ridiculous.
Also, colonising is out of control in this patch. Africa and the Americas were almost 100% colonised by the 1600s.

Counterargument, the "fight on the beaches" speech: "... and if, which I do not for a moment believe, this island or a large part of it were subjugated and starving, <I forget exactly what goes here> until the new world came to the rescue of the old".
Not sure how good of an argument that is when applied to the eu5 timeframe, and it should still be more like at least 50% warscore for full occupation of the overlord not 11%, but the argument exists
