Went through the Revolution events, won, suddenly all my cultures got messed up but can't fix anything because my prestige is locked at 0. Can't improve prestige because negative .4 per month is lost through lack of rivals. Can't set any rivals because...why? I don't know.

I’ve got the same problem in my campaign. I took all of Luzon (Philippines), I’ve got enemies close (Indonesia) but i can’t get any rival(not even Mindanao), which leads to lose prestige the whole time. Can’t get rid of it:(
the denial of getting a rival is caused by too low diplomatic Range, although I’m in range of a lot of potential rivals.

I have it that whenever I hover over a greyed out rival, it says their capital is too far to rival
