I'm tired of having to go manually say no I don't want the canaries and random outlying provinces that I'm not picking the troops up from to not raise their troops.

I think Pond's is actually easier. Sometimes disconnected islands are a part of mostly continental areas. So being able to designate no raise zones permanently would be really nice
