Its fine, if you use your armies strategically, you should be rewarded for it. More options for the player or the AI to influence the outcome of a battle, the better. Numbers or quality alone shouldn't win wars.

this allows you to win wars while being weaker in strength and numbers and I find this so satisfying

The only change should be that river crossing penalties don't apply to attackers if you cross the river to relieve a siege. That one's a little silly.

Not really, I think the fort is probably strategically placed so that the river cause trouble for the attackers and not for a relief army. For example I guess a fort placed close to a river requires the attacker to split to both side of the river to siege it properly. A relief army can either take both side separately or force the other side to cross it.

Okay, but if I'm the relief army, and I'm the one crossing the river to get to the terrain, and my opponent did not cross a river, I should not be able to give them a river crossing penalty.
