I've been increasing my budgets for Stability, Legitimacy and Prestige and also kept spamming things to increase my prestige. I found that while the latter 2 do get to 100, I cannot get my stability up to 100 and I imagine I might be only able to do so via events.
I think this makes getting the achievement down to chance and it doesn't feel satisfying as a player when you've worked to get it up to this point manually.

When I can't max my prestige because it gets stuck at 99.99 and the max investment doesn't kick in, I let it decay by a tiny amount (0.1) for one month then put slider back up so that game calculates the investment properly

Prestige I can handle with religious events, but does this work for stability?
