#Allow multiple map modes on one key

Bring back EU4 map modes grouping system. It was so nice to alternate between 20+ map modes with just few keystrokes. It fells like big downgrade in terms of map hotkeys control. I really wish they will bring back that feature to EU5

please paradox this is a QOL of EU4 we desperatly need in EU5
