As the title suggests, I think Lily should be added to new Chaos Banner (like the current G.Doll Banner) as she was added to permanent banner. This should apply to all other limited character after they were added to permanent banner.
Even better if other limited characters could be in new banner, (like all previous Chaos character will be in new banner with the new limited character). Even at a small rate will be good.
It will make it much easier for new players to collect all characters.
(And this should apply for Wheel of destiny as well.)
