#Workflows do not start

I created two workflows for a special table I added to the system.
They both show "not started" in the run list.
The both use a filter but that should stop them and not prevent them from being started?

If workflow doesn't start, that means that trigger conditions weren't met

Is this special table available only at DB level or is it a standard object visible in UI?
