How / Where to report bugs?
Click on the note row (body column) a pop-up displays full text & link. Is this by design or a bug?

It's by design
You can open the record full page display and find its note in the same way if needed

Hello! So, it is a self-host instance. I was trying to test out different features and came across this.
It is Notes in a Table view. That "link" icon, well, lack of a better way, I figured, if I paste that icon everytime I save a link, then I'll know it's simply not a blank. Without that paperclip icon and "link:" text (which is plain text), it would simply show a blank cell - if that makes sense

This time I added the link to some text but it is showing only the plain text and not the link:

Lastly, if you just pasted a link or linked ALL the text to a URL, the cell / form control would show blank like this:
