1. Yes, both main and sub skills stay the same although the main skill gets a level up.
2. For sure. I just mentioned the free level up on main skill, there's also boosts to carry capacity and helping speed

These factors actually make it so evolved mons are stronger than recruiting that same mon from sleep research
