#Loadout Pride Pins don't spawn

Ever since the Loadout categories were changed to be per-slot for some, the Pride Pins haven't spawned when chosen as a loadout option.

Reproduction
Choose a pride pin as your loadout neck option. Notice how it isn't on your Neck slot when you spawn. Curse NT for making you less gay.

Additional context
As an additional fix/workaround: Could the Pride Pin category be moved back to Backpack Items so we don't have to sacrifice loadout neck items for them? If I'm wearing something else on my neck, I like using mine as a name and pronoun "business card" alternative! Them being a bag item would also allow staff jobs and pirates to take them again!

reproducable on my end too, both in dev and live.. what a weird bug. especially since every other neck item seems to work.

I've got some free time today. I'll do some digging and I'll see what I can turn up.
