I have accidentally deleted the "clear foliage" preset in the script brush. Is there a way of getting it back withaout completely rewriting the script for it?

put this in your minecraft\config\axiom\tool_presets\script_brush folder and restart your game or delete the script brush folder and restart your game

are you in the correct config folder for the minecraft instance you are currently using?
are you using a custom client?

inside my minecraft folder there does not exist a folder named config
