Hi, i tried to buy commercial licence with credit on paypal, but then it only let me pay with mastercard on paypal :DDD

Normally you can use balance for that. I don't know why it wasn't working

You can but you still need a credit card linked

Worst case you could use a digital credit card from Revolut or something that's removed afterwards
