#Issues running axiom paper plugin

I am currently trying to use the axiom plugin on a paper server that I have and have submitted the whitelist request. When I do this however it says that I already have an active request. The mod does not show up in game and the command /whynoaxiom does not work (I am an OP on the world), but when in my server log it says that the axiom plugin is working.

install fabric
and put the axiom and fabricApi jar into your mods folder

This works with the paper server with the plugin? I thought fabric mods couldnt run on a paper server
