My server is 1.21.1 using axiompaper 4.0.1. Server uses viaversion. My client is on 1.21 using axiom mod 4.0.0. Tinker feature doesnt seem to work, I see changes for half a second and then the block deletes itself. If I need to update than it is what it is but just curious before I consider having to update all my mods.

Yes Axiom paper 4.0.0 started firing the BlockPlaceEvent
So if worldguard is cancelling the BlockPlaceEvent then it will no longer work

Well anyways, that definitely sounds like you have a buggy plugin installed that's cancelling the BlockPlaceEvent and setting the block back to air
I'd recommend starting a test server with only the Axiom Paper plugin and then slowly adding plugins back 1 by 1 until you can find the plugin that's deleting blocks

Well yeah neither Axiom nor the plugin has any code to just remove the blocks
